SW Minnesota | I pretty much agree with most posters - get the larger planter. Match it up with your harvest equipment - if you have a 6-row corn head, get a 12-row planter; if you have an 8-row head, get a 16-row. There are so many used 12- and 16-row planters to choose from you should be able to get one that has most (if not all) attachments/options you want and still be in or close to your budget.
I was in a similar spot 3 years ago. I was on 6-row 36" and wanted to switch to 30" rows. My first thought was to go to an 8-row 30" planter but I wanted one that could transport narrow down the road. The relatively few that I found for sale were priced pretty close to what I could purchase a 12-row planter for. And there were many, many more 12-row planters to choose from. So even though I felt silly for buying a 12-row planter for 375 acres of row crops, I did and have not regretted it. With the acres I have that planter will probably last me forever with those few acres and I can get a lot more done in a day - very helpful in those years when you only get a few really good days to get your crop in.
