Yes, that's the way dad did it many years ago. Tied a loop in one end of twine, ran twine around both horns just like if you roped it by the horns, then run other end of twine thru loop then pull back against the loop, getting twine tight as possible, then tie off the loose end. it should look like it is cutting into skin just at the base of horns. Applied before cutting off horns, should be almost no blood loss.
