Subject: is it considered winter spreading if the cows spread the manure?

Just curious since a number of you guys on here talk about no winter spreading. My cows spend a lot of time outside and spread more manure than I do. I know regulations keep getting stricter and its a matter of time before we fall under the no winter spreading ban.
