southern MN | I have avoided going to 8 as well, seems 7 is the better iOS......
Double click the button. Press it twice pretty fast....
This will give you the pages of your open programs, a small window of each. Swipe each page upwards. This will 'close' the programs. Only one you can't close is the desktop of course.
Then shut the iPad off. Truly off. Hold the button on the edge, corner, for a few seconds, and the iPad will power down.
After a minute, hold that button in, it will power up again.
Doing both of these clears out a lot of stored up gunk. Likely this will get you going again.
If not, in the settings icon there are ways to clear out your cookies and other such stuff. That's a little more steps, Ill leave that for another day......
