Brix is the percentage of suspended solids, in this case sugar, in a solution. If my recollection from my sugarcane growing days serves me right, what is meant my say 16degree brix is the amount of light refacted at the angle of 16 deg thru the plate where the liquid is placed reads a certain level, which is in turn a percentage, being percentage of sugar in solution. They are use in my case, to guage the maturity for harvest of sugarcane, or for that matter any other sugary plant/fruit
