A dull knife pulls the knot tight on the billhook rather than cutting the twine and letting the knife arm sweep the knot properly. Dull knives, retarded twine disc timing and excessive billhook cam tension all can contribute to knots hanging on the billhook. As well as a maladjusted knife arm, of course.

Edit: NH sells a knife kit with small bolts that can replace the knife on your knife arm. Grind off the rivets holding your dull knife, and bolt on a fresh edge.
