Hello Mille705. Our older metal units have two styles of thermostats. One is the fenwal thermostat with the dial as shown in another post and the second is a disc thermostat that is about the size of a 1/2 dollar mounted in brackets on the underside of the trough. If you have the unit wired correctly and the heating elements are not turning on, you either have a bad thermostat and/or heaters. I have attached a copy of the wiring diagram and an instruction manual for the series that your waterer may fall into.

I see that you are in Iowa so your water temperature should be cold enough to trigger the thermostat (if you have a disc thermostat) as the thermostat will turn on when the water temperature is around 55 degrees. If you have a fenwal thermostat, the temperature range is 0-100. Please see the instruction manual for detailed information on how the fenwal works.
