Our rec's for new yards are 300#/ac of your favorite grass seed mix. Here we prefer to use mixes high in turf type ryegrasses, or plain old perennial ryegrass if you're trying to go cheap. Lately, I'm thinking the Annual Ryegrass producers have a contamination issue, Annual Ryegrass hasn't winter killed here for a few years. That may be another option. Fescues are good for poor soils or situations where I don't think the contractor/homeowner will water and fertilize properly. The Fescues are slow to establish and slow to fill in and form a sod, but once they are established you can't kill them easily.

Spread it on top and use some sort of a drag, then water until it's saturated but not running off. Mulching after seeding helps hold moisture, seed, and soil. Rent a straw blower to do it right. Spreading by hand takes too long and leaves bunches.

As Ed said, use a balanced fertilizer, here we use bagged triple 13 and an equal amount of lime, worked in prior to seeding. Somewhere around 750#/ac of each will work.

Establishing lawns ain't cheap, but it you try to get by on the cheap, you'll pay for it in the end!

You've got time to establish that lawn, take your time and do it right. We seed lawns until late October here in Central Iowa, in your area you could probably push that a couple more weeks.
