Some have a thermostat that slides in groves under the water tank. Closer to heat means less heat. Could have bad elements too. I have good luck with mine, but they are a pain to work on. Also there are 3 different colour water valves. I use the green ones they are for higher pressure water. red and white are for lower pressure (less than 50psi) otherwise my bowls were seeping.
