Are you using plastic water tanks? It sounds similar to our situation. I installed gfci to protect the animals since we use tank heater and have nothing but plastic water tanks. To my surprise, they were still feeling a shock, even with a new heater. I knew it had to be a very small current, because the gfci was not tripping, so I just ran a piece of copper tubing from the spigot pipe into the water to bleed off any stray current.
