east central iowa | You could go find your local septic pumping service and let them know you have a spot that needs to be spread. This might help keep the cost down on the bill you might submit to the guilty person. Fwiw can be very effective.
You might need to reapply if the dust from the ash is blowing off the burned property. Also the sludgier it is the better it will be about replacing the organic matter lost. Good luck
