I agree with an earlier poster, let the sister that is making a stink take care of her.
Some times folks just lose sight of reality in these situations.
We have been through this and I know my mother's life and condition improved greatly after we got her out of her home where she lived by herself. She too was living on cookies and making trips to the ER fairly frequently, and having someone stay with her was a disaster that did not work.
