At least here in Texas it is. Our normal weather is drought with occasional flooding. Add a real wet year to 2 years of drought & you have an average rainfall in excess of the normal. If you stock based on average rains rather than typical rains, the stocking rate will be optimistic. When the next drought comes along ther ewill not be enough forage to carry that stocking rate.

During the 90's we had a dry period and it was proposed to graze &/or hay CRP land. This was a big topic at the annual Texas Farm Bureau meeting. After a long discusion Texas chose not to approve of the relief program. The heart burn was a minority wanted to have their cake and eat it also.
