X2 on testing for nitrate
Not a bad idea if you have put out manure or nitrated the oats heavily, but by the time they are heading out, the forage part of the plant iwll be a lot higher fiber/lower protein (and lower nitrate probably).

We plant winter oats and graze from fall through spring, so cattle are on the crop as it matures. Have to really have some "harvesters" out there to keep up with the growth in the spring, so we don't usually nitrate them much just for grazing.
