Have run a 8400 chipped on 3960's 3970's plenty of times. The shear bolts will give before you can do any damage to the gearboxes as long as someone didn't drill it out to use bigger bolts. Just make sure and do general maintenance like checking oil in gearboxes and you will be fine. That said a 200hp tractor is better suited for these choppers as it will pull the motor down, unless you have a 4720 JD chopper, that there was an impressive pull type chopper that really made the 8400 smoke.
