Really don't understand your question. All grain is sold by it's weight and paid to you by a standardized bushel weight. The one thing that gets me is why is corn not sold by 60# bushel and beans 56# bushel which is often closer to the actual weights. Moisture is the same way as there standards are set, however I believe #2 corn standard moisture is actually 15.5% and not 15% which is what is used. As far as the harvest moisture those 8% beans and 12% corn is basically harvest loss. Lots of times beans will pick up moisture again after a rain and have seen them get back to 12% but corn hardly ever will add moisture to it. It really don't matter if it is sold by the ton or the bushel it is still sold by weight at it's dry matter.
If a feedlot buys overly dry hay they don't ad moisture to it, in fact most feedlots just buy by the ton and don't check for moisture, unless they get some crap in and then it will be docked by the feedlot.
As far as test weight is concerned if you have 10000# of 60# corn and 10000# of 56# corn it is still paid to you at 10000# or 178.57 bu you just need a bigger box to hold the lighter corn.
