Sure it can, they can charge you for the "privilege" to dump your worthless truck load of corn, charge a probe fee, dock you for damage, shrink the load, and apply a drying charge.  Heck you might have to pay $500 just to get emptied and back on the road!

An old timer said that back in the days of little straight trucks...the price paid at the elevator was so low that they were happy if they got their endgates back after dumping :) :)
