Life's but a walking shadow | That Brazil was moving to corn ethanol because they were having trouble growing enough sugar cane to produce enough ethanol cheap enough to compete with US corn ethanol imports. Remember Brazil heavily subsidies corn by buying it from the producer then selling it at auction for a loss. Just speculating but I won't be surprise if they sell sugarcane ethanol here to meet the greenhouse requirement and then replace it with corn ethanol at home. It's not that they are reducing the amount of ethanol used just the source of ethanol.
