It can be done without a pump, but will take rigging up a liquid line and a vapor line. Also be best if the 25% tank was higher than the empty tank. Let gravity be your friend. Best to just use up the leased tank and get your new one filled.
edit to add: it would be best if the leased tank had a liquid withdrawl valve on it
