In my opinion, you are thinking correctly. Too many add-ons to clean up the emissions for 07. Also, the 06 still has the tried and true 5.9 Cummins. The 07 will have the BRAND NEW 6.4 Cummins (which Cummins developed to meet the 07 emissions standards). BRAND NEW might be OK sometimes, but in this case stick with the 5.9.
