Officially PayPal needs either a credit card number or back account tied to it. They're phishing for either or both of those numbers and that is where they get you.
yeah, that's his angle. Wasn't asking for the old line of putting in extra and send him a refund by wire. As soon as I asked about how pay pal works, he sent a link to sign up.
