You are right in a way that it is a copy of a Valley, but "Western" is a brand that Pierce owns and is probably made under license from them.
Could be. Valley dealer told me that it used to be a factory producing pivots under the Valley licence. They didn't do it according to Valley standards, lost their licence. But they kept the drawings and continued making them. Only with different electronics
