From the article:

Unless one subscribes to the view that recessions are either therapeutic or deserved, there is no reason governments should not try to end them if they can, and cash transfers are a uniquely effective way of doing so. 

 So does that mean that there are economists who really believe that a recession does not serve any purpose?  That leveling the business cycle would create a utopia, where no one fails, inefficiency is rewarded and innovation is stifled?
