I don't care what fuels the engine burns or if it is side injected with alcohol under load so the boost can go way up. These are all technical details.
What I do care is that the engines work reliably and the cost of the engine is within reach for the average car/truck/tractor buyer.
Having an engine that is fuel efficient and powerful but costs $100,000 a pop makes it unobtainable for the end user - me
Having a wheeled analogue of the wind mills - which will never produce enough electricity in their useable lifetime to even cover their cost - won't work.
Having an engine that requires large amounts of maintenance time for each hour it runs puts it out of reach of all but the military.
Having an engine that is so complicated and expensive that it needs a full time technician monitoring it through a radio link works only for the airlines.
Having an engine that requires multiple fuels raises the hassle factor - but probably can be dealt with.
As far as breaking OPEC - since the day that frakking opened the treasure chest all that is required is the political will to do it.

Europe will be in civil war as the majority of the population now lives on the taxes wrenched from the minority that still work. European governments will be forced to divert money back from their cradle-to-grave welfare society into military hardware and armies in order to ensure their own access to oil. They have only been able to have their social paradise because we have defended them for 74 years.
