SW IN | I am pretty sure those are hydraulic lines connected to the extrication tool that is on the hood. Notice the roof has been peeled back by rescuers. Looks like someone was trapped in this vehicle for a time.
Back when I was involved in rescue, we used mat jacks supplied by 2200 psi compressed air bottles. The air went through a regulator to the mats. It was amazing how little pressure it took to lift a load. I assume the same system is in use today. It could be there are a couple of mats under that tractor tire.
Edit: I looked at the pic on a bigger screen. Now I see the lines you are talking about. There is the air bottle, the regulator and lines, and a mat jack behind the front tire.
