Lowering the bale density should help. A loose bale should always tie easier than a tight bale, expecially if there is a problem with the hay dogs.

Is the problem always on the same side? You can change the packer fork by moving the pin. Usually run in the middle hole, but if it is feeding more hay to one side, then you need to move it so that the bale has the same amount of hay on each side.

Could also be a twine problem. That twine looks like 130# knot strength. You should run 170# or higher unless you are making light bales (40# straw).
