I don't know if its considered wind proof, but I have used my MAC Tools butane soldering torch outside in the wind and have never had it go out. I got the one that is part of a kit that came with two fillable butane cartridges, a water sponge and container, and solder, and replacement orifice. I love the thing for soldering. Not the best when using the blow gun nozzle on bigger heat shrink, but on the small stuff it works awesome.
