"Clocked" is just a term used and radar used for measuring the speed of a car does not need daylight to work. If the officer can see you headlights he can point his radar gun at your car. The picture below is the device used to measure wind speed or "clock" the speed of the wind.


I would venture the term "clocked" originated in the days when they would calculate the speed of something by timing it across two set points. And the term has just stuck.
