I'd say it was not safe to build and that due diligence was not used.  Limestone can range all over the place in terms of suitability for foundations.  Should have spent some money on a competent engineering test.

FYI local TV station just interviewed the owner.  Supposed to burn the house tomorrow at a cost of $50K!  I don't know what is going to cost that much, must be using a lot of diesel.
