Are those blind tapped holes, or is it open on the other side (even if you can't physically reach it)?

I've had good luck heating the bolts, but that is much easier if the drilled hole goes out somewhere for torch gases to exhaust on the other side. Some will tell you not to heat the bolt, as that expands it, and makes it tighter. That is partially correct.

If you drill out the bolt to greater than 75% of it's original diameter, you've taken a lot of pressure off the threads, as what is left is just a thin shell instead of a solid bolt. Heating the bolt will cause it to *try* to expand. The remaining shell is trapped inside the steel of the frame, which prevents it from expanding, but then (this part is critical) after heating it, wait for it to cool. It will be unable to expand when heated, but will still pull back when it cools off.

When you get them out, whatever you do, don't break off the tap in the hole when you're cleaning threads. That experience is a heck of a horrible downer.
