Follow the lines from compressor to condenser, to receiver dryer??? to expansion valve, to evaporator and return line to compressor. Look for any spots that get cold or cool other than the normal place after the expansion valve and into the evaporator. Return line may be sweaty or cool, but normally does not frost. If you find a frosty spot other than the expansion valve into the evaporator, there is a restriction in the line which is acting like an expansion valve.

However, usually if your expansion valve had failed or was clogged, the low side pressure would usually be much lower than 30-ish.

I'm wondering if it might work better to loose a little of the refrigerant to lower both high side/head pressure and also low side pressure/evaporator temperature.

NOTE! you must be checking pressures with the engine at a fast idle. This gets the fan pulling plenty of air through the condenser as well as the compressor pumping efficiently. If the pressures you quote are with the engine at a slow idle. rev it up some and see what you get.
