The older 3020-4020s that Ive rebuilt, I always put the 3rd O-ring in as well, BUT was told by Deere to plug the weep holes in the block, as they have seen where moisture will work its way into o-ring, causing it to swell and create a tight spot on the sleeve. Sounds far fetched I know, but they (several diff mechanics) made it sound pretty important.
