The only way that could be true is if the tile were not big enough or laid with grade to drain the water same as it was flowing as an open ditch. While I can image an improperly done job that amounts to just filling in the ditch could cause those problems, a properly laid tile should have no bad effect. On our road in the 1930's the WPA installed catch basins and tiles along both sides making the road much safer with no open ditch and much easier to mow and keep clean. The only problem is when the COUNTY officials let private utilities knife lines and destroy the tile. It is far better to have the tiled road sides tied into other tile that drain to an open ditch. This eliminates water standing in the side ditches. I suggest you work with people and even help pay to have the water routed to tile mains and ditches, that is what you should be doing, getting rid of YOUR county water!
