I've have not researched the costs but and considering filling a roadside ditch in front of my house.  The ditch is probably about 300' long, 5' deep, and 6' wide.  There are several driveway along it with culverts in them.  They are adequate.  If I were to lay culvert along the entire ditch and fill it with dirt what problems and I going to create?
