I'd throw a pump in run off a generator and see what it does first.  If the casing is sealed up you'll probably pump it dry pretty quick, would help to know how much water is in it using the string first.  If you can see the water level even better see if it drops then maintains while pumping.  I wouldn't get too excited about cleaning it until you know, could do more harm than good.
