Maybe or maybe not. Lime stabilization can make it a class A sludge, usually not done if there is farm ground available. Also lime satbilization can be used in leiu of incomplete digestion or a overloaded digestor. Class A can be touched with hands like potting soil, B can be the same as A but pathogen reduction is not as great.
