Miss Dig, or Blue Stake, or One Call, can and does miss lines.

Sometimes  the locaters are companies or individuals who are private contractors to the utilities. They can get lazy and make assumptions. Then a line gets hit with potentially disastrous consequences.

With everything getting buried these days, I expect it to only get worse.
