The explanation I've gotten is...we don't want corn that flexes anymore because we want to push populations to achieve the really fantastic yields. If you plant a flex ear at high pop it will flex to a lower yield than a non flex ear will. You only need a flex hybrid if you are planning on planting for low yields but hope for higher.
