Just a thought about water, soil structure, and tile.
Underground tile are only able to remove the free water that the soil structure cannot hold.
The water running out of the tile in the pictures, is the excess that the soil structure is not able to keep.
Fine soils tend to retain more water than coarse soils. IIRC that is what I was taught in soils class in FFA. smooth
