I think thats the nature of charts - and Mkt in general.
Thats because No One knows for sure 100% of the time. 

Some say the Mkt is always right.
I even take issue with that - otherwise We wouldn't
see surprize reactions to Reports

Then there is the interpretation of the chart picture 
and the Px action. That leaves plenty of room for more ambiguity

We can only play the odds.
Some time We are wrong - sometimes We are right.
