Try it with a different SCV.
Try it with the hoses in the other direction.
Try it with a different tractor.
Try it with new hydraulic hose tips (not joking!)

If the pads have recently been adjusted, be certain they are not overtightened.

If there is a relief valve on the lift lines in the tongue, consider bypassing it. If that makes a difference, then see about getting that valve serviced/replaced. I believe all you need to bypass it is two fittings that are 1/2" JIC flare on each end.
