As said, try another tractor first. I think the slave cylinders on the end wheels can also cause this issue if they are bypassing internally. You might be able to hold the lever on for a couple minutes and feel the cylinders for a temp difference to locate the offending unit.
Rebuilding the wheel cylinders would be a piece of cake compared to the center ones. BTDT>
