Minnesota/Kentucky fertility based on ENERGY
The pH issue is controlled by low organic Soils and high organic soils;
Low organic Soils elements availability;
Nitrogen
Potassium
Sulfur
Calcium
Iron
Molybdenum

High organic soil element availability;
Nitrogen
Calcium
Magnesium
Sulfur
Molybdenum
This is based off 8 pH

If you want total availability you want the pH to vary and the school of thought that I was taught from stated that pH can vary two point over the growing season so don't worry about pH as much as the elements you use to change this issue or apply materials during the growing season to correct the issues?
