Avoid the reconnect fee by using your name on account one year and someone else (like the landlord) second year. just keep alternating. has to be a different address.I did this for a while on a bin I rented from an acreage owner. one year his name /one year my name on account. I paid the account. Have since moved bin to my farm. If over a year no re-connect fee for my power company.
