Notill the beans, they will come out of the ground just fine. If a bean plant takes 2 or 3 days longer than the rest of the plants around it to emerge it's not a big deal at all. Don't try notilling corn on corn the first year. Any delay in emergence that plant becomes a weed. There's not may people who can make notill corn on corn work in the corn belt. A cool late year will make it harder yet.
