We use a J&M basket. It does a really good job of breaking clods. It will lightly pack the ground and leave about 1.5-2" loose soil on top. It leaves a great seed bed under most conditions (including some fairly moist conditions we had this year) . It is not good in very wet conditions, though. 
Under most conditions our basket breaks lumps better that a roller. What's best on wet soil is hard to say. If the soil is very wet neither one is very good and the basket will mud up enough just to be a "roller" anyway.
