Depends on your soil P levels, the intended crop and yield goal. At that rate you are putting on about 36-52 lbs P2O5. I assume we are talking about corn (yield goal >200 bu?), if your P levels are above 10 ppm that rate would be satisfactory in my opinion and you probably will not see a response to starter. If lower, then the additional 12 lbs P2O5 in your starter could really potentially help you at.
