For maximum yield I would plant it ASAP. Rust is more of a problem in late planted oats. To control rust I have had good results with using fungicide applied with the herbicide. Rust and heat are two big enemies of oats, that's why you should plant it as early as possible, even before the frost is out is ok. I am wondering what your reason is for waiting until May 15? You may have a good one, just wondering.....
