Is it actually growing in winter time? If not, why control it in the spring? Here we kill it as late as possible in the fall.

Banvel, Oracle, Hawkeye, whatever dicamba you like mixed with glyphosate. 99% fall control of your clover and will get your perennials at the same time.

Fall red clover burndown is an excellent time to control your perennials. Those perennials are moving everything down into their roots for storage. It will move trans located chemicals down into the roots. If you spray them in spring when the waters and sugars are moving up the plant the chemical is not going to effective.
