I did a wetland bank road program, that's the one you want. BWSR came with several proposals, the project turned out to be much larger than it started out to be.
You own the land, there is no public access. You'll still get the privledge to pay a very reduced real estate tax. You can still sell the land, gift it or will it. But remember the easment is forever, that's a long time, no farming or building. You will have some of the best private duck, pheasant, and turkey hunting in the state.
